    Introduction

    1. The Home Department was divided into two parts as “Law & Order and Transport” for administrative convenience and efficiency. Thereafter from  16th December, 1985 Transport Department was divided into two new divisions (1) Transport and prison, (2) State Excise. Addl. Chief Secy. (Home) deals with prevention & Investigation of Crime, Maintenance of Law and order, Administration and control of police, Home Guard and Civil Defense and establishment of Home (Mantralaya) Department. Additional Chief Secretary (Transport) deals with mode transport i.e. Road Transport, Maharashtra State Road Transport Corporation in the Transport division. Addl. Chief Secretary (A & S) hold the charge of Prison Department. The charge of State Excise is entrusted to Principal Secretary (Excise). The subject “Foreign Citizen” has been entrusted to Home Department from 1st December, 1995.

    2. The new post of the Additional Secretary (Home Department) was created from sept. 1980 & senior I.P.S. officer was posted on it to assist A.C.S. (Home) in his high level work and for sharing some charge of his work. The said post was designated as Secretary (Appeals & Security) from 1st January, 1989. Thereafter the said post was updated as Principal Secretary  (Appeals & Security) from 26th September, 1990. Thereafter said post was designated as “Special Duty Officer.” After the retirement of incumbent holding this post, the said again converted as “Principal Secretary (Appeal &Security)” on 30th April, 1993 and senior IAS Officer is appointed on the said post.

    3. The new post of Secretary (Law & order), Home Department was created from 6th February, 1993 to assist A.C.S. (Home) in maintaining Law and Order of the State and is specially for Mumbai along with the urgent work of Judicial enquiries and senior I.P.S. Officer appointed on the said post. The said post designated as Principal Secretary (Special) from 5th December, 1996.

    4. The work of Home Department is distributed among 53 desks, Section Officer/ Under Secretary are in charge of Desks and same are supervised by 14 Joint/Deputy Secretary, 3 Principal Secretary and 2 Additional Chief Secretary. After surrendering 22 posts vide GR No. HDE 0102/C.R.136/HDO-2, dated 31.05.2002 and 28 posts vide G.R. No. HDE0102/C.R.-136/HDO-2,dated 04.11.2006, all 50 posts and also after transferring 16 posts of tourism along with officers/staff to newly created Tourism and Cultural Affairs Department vide G.R. Home Department No.HDE-0106/C.R.136/HDO-2, dated 06.11.2006 in connection with orders passed by the Government in G.A.D. vide its Notification.No.SKN1006/C.R.-23/240 /18(O&M),dated 31th May, 2006. Likewise to boost the Railway project in Maharashtra independent cell has been established, creating 4 new posts comprising of 1 Deputy Secretary 1 Desk Officer, 1 Assistant, 1 Clerk Typist vide Government Resolution, Home Department No. HDE 1011/C.R.604/HDO-2, dated 23rd August, 2011 .Thereafter with reference to Finance Department G.R. dated 14th January, 2018 this department vide GR dated 20th January,2018 surrendered 13 posts of peon cadre. As per the approved staffing pattern vide Government resolution dated 16th June, 2022, the total number of Gazetted & Non-Gazetted post are 429
